Purpose

The California Health and Human Services Agency (CHHS) and the California Research Bureau invite all interested parties to participate in statewide symposia addressing issues in expanding health coverage. We are seeking public input on a series of options for expanding health insurance coverage for Californians. Participants in these symposia will have the opportunity to learn about and comment on numerous health reform options developed as a part of CHHS' Health Care Options Project. These symposia also provide the opportunity for the public to express their views regarding how to expand health coverage in California. Public input received during these symposia will be incorporated into a report on the options for expanding health care coverage, which will be submitted to the California Legislature and the U.S. Department of Health and Human Services.

Background

The Health Care Options Project (HCOP) is an opportunity to develop and update ideas and options for providing health coverage for the approximately 6.8 million Californians who do not have health insurance. The project, led by the California Health and Human Services Agency, is consistent with the objectives of Senate Bill 480, signed by the Governor in 1999.

The HCOP solicited proposals for a broad range of ideas for expanding health care coverage. Nine authors were selected to develop their ideas for health reform. These options include: public program expansions, employer and/or individual tax credits, subsidies and/or mandates, single payer models, or combination approaches. Drafts of these options, submitted in October 2001, are available on the HCOP website at www.healthcareoptions.ca.gov for your advance review and comment. In addition, an independent contractor will analyze and compare the quantitative aspects of the nine reform options using a micro-simulation model. The HCOP symposia will provide a venue for a discussion and debate regarding the merits of these approaches to health reform, and the opportunities and challenges that each approach would pose for consumers, providers, insurers, employers, health care workers, advocates and policy-makers across California. Symposia are located at various locations around California. Each location will provide its attendees the opportunity to give valuable input and engage in discussion around the Health Care Option papers presented at the symposium. You will also have an opportunity to meet the authors of each Health Care Option paper presented and discuss his/her health care model in detail. Cancellation Policy Cancellations must be received in writing on or before January 11, 2002. No shows and cancellations received after January 11 will be billed a $50 processing fee.
